Dr. Gulshan Rai talks about IALM Course on Cyber Laws

In the wake of increasing cyber threats in India, the Narendra Modi government has appointed a cyber security chief under the Prime Minister’s Office. Cyber security expert Gulshan Rai will now take charge as special secretary for cyber security.

Gulshan Rai has over 25 years of experience in different areas of Information Technology which include cyber security, e-governance, legal framework and the Information Technology Act for e-commerce, and several related fields.

Until this new post that was bestowed upon him, he was heading the computer emergency response team (CERT) at the department of electronics and information technology (DeitY). Prior to this, he was executive director of autonomous scientific society ERNET India for over seven years, and was instrumental in setting up of the first large scale education and research network in the country.

Rai holds a M Tech doctoral degree, and his work in the area of evolving legal framework to address issues arising out of cyberspace has resulted in India’s Technology Act and recent amendments in the Act.

The report also states that he is expected to head the national cyber coordination center (NCCC) that the government is planning to set up, with a budget of Rs 1,000 crore.

Cyber security is becoming a huge concern in India. In the wake of NSA snooping and worldwide company hacks, the Indian government has been actively trying for Internet sovereignty where local Internet traffic remains on servers hosted within the country.

Citing the Indian Computer Emergency Response Team, the report states that attacks on Indian websites have increased nearly five times in the past four years. Until mid-2014, more than 60,000 incidents were recorded.

Analysts and experts feel that opening up a position just to focus on cyber security is a right move by the PMO. They feel that this position should help the government create a vision and policy framework for fighting cyber crimes in India and handling.
